as for the couple. its actually quite explanation; Tiff is like a nicer version of Mandy

examples
both Tiff and Mandy are short tempered
they both have idotic partners (Mandy's is Billy, Tiff's is Tuff)
they both have annoying stalkers (Mandy's is Irwin, Tiff's is Kine the fish)
both are actually black belts in martial arts (yes Tiff knows martial arts)
both are practically leaders. without them the team is useless to most adventrous tasks

see. Billy and Tuff are similar too. i hope thats cleared things up
